Deputy James “Mark” Windsor was born December 1, 1966, in Randolph County, he was the son of Mr. James Lawrence Windsor and Mrs. Jacklyne Pike Windsor. He was a lifelong resident of Randolph County and a 1985 graduate of Randolph County High School. 

Before becoming a sworn deputy, Mark served his community for two years as a dispatcher and as a reserve deputy with the Randolph County Sheriff’s Department. In 1994, Sheriff Jeff Fuller appointed Mark a deputy at the Sheriff's Department. After graduating from the law sheriff's academy, he began serving as a full-time deputy. 

On the night of May 6, 1995, at approximately 2350 hours, Deputy Windsor was parked off the side of County Road 51 near the Town of Woodland waiting on his supervisor to assist him with the dispersing a loud party at the Tallapoosa River. Before Deputy Windsor supervisor arrived in the area, a 21-year-old intoxicated driver leaving the party left the roadway and struck Deputy Windsor’s cruiser on the driver’s side.

The impact killed Deputy Windsor. Mark was only 28 years old at the time of untimely death. The driver was subsequently charged with driving under the influence and murder. At the time of his death, Deputy James "Mark" Windsor had been an active deputy with the Sheriff's Department for only four months.

Although Deputy Windsor’s time as a sworn deputy was brief, his commitment to protecting others was demonstrated in his daily service to his community. He answered the call to serve his neighbors, his community, and those who depended on him with dedication, professionalism, and courage.

He was known not only for his commitment to law enforcement, but also for the personality and qualities that made him memorable to those who knew him. Among his most recognizable traits was his unmistakable red hair and his boyish smile, a simple characteristic that became a cherished memory for his family, friends, and his brothers in arms.

Deputy Windsor left behind his wife, Mrs. June Hancock Windsor; his stepson, Mr. Cody Michael Roberts; his parents, Mr. James Lawrence and Mrs. Jacklyne Windsor; and his two brothers, Mr. Clark Windsor and
